Difference between processed decision envelope and processed passport

Hey guys, please shed light on this. I think processed decision evelope means approval and processed passport means rejection. Because from what i experienced from my friends got the msg. What are your thoughts on this?
Note-i am talking about india here.

You can always check the decision on gckey.
No one can predict from message about approval/refusal.
If not able to link in gckey, wait for actual passport.
