Difference between Permanent Resident, Canadian landed immigrant and Canadian citizen? Can a landed immigrant sponsor his wife and leave Canada for a month or two while his family sponsorship is in process?

And can go for international tour during vacation with his spouse (sponsored applicant) while his sponsorship application under Family Sponsorship Program is in process?

Plus Can sponsored applicant choose to travel outside her country while her sponsorship application is in process or freshly applied by her sponsor.

If you are not a Canadian citizen, you must physically reside in Canada for the whole time that the application is being processed. Short vacations of a couple of weeks would not be a problem but longer than that would risk the application being rejected.
If it's not an "inland" application the applicant has no travel restrictions but the PR sponsor still does.
