Didn't get my AOC, should I notify CIC for address change?

In the website it says only report if it "is being processed in Canada". Right after this line it says if it is processed abroad then notify them. But I didn't get my AOC and can't see it in the system so I wonder if I should notify my address change or not? The word "processed" made me unsure.

For those wondering, I tried to complete the form but it said we cannot find your application. We might not started to process your application yet. So basically you can't.
