But http://www.cic.gc.ca/english/immigrate/sponsor/relatives-apply-who.asp#who_can this reads now totally differently. Am I right here? Did this change recently? Could I sponsor my brother now irregardless of how many parents or grandparents are alive?

The rule is still the same.

You may sponsor one relative, related by blood or adoption, of any age if you meet all of the conditions, including:
  • you don't have a living relative you could sponsor instead, such as a:
    • spouse
    • common-law partner
    • conjugal partner
    • son or daughter
    • parent
    • grandparent

The rule hasn't changed.

You can sponsor a relative if either
they meet all the conditions of under 18, AND unmarried, AND orphaned AND closely related to you
or if
you meet all the conditions of no other relative alive, including parents or spouse.

If your brother is over 18, and your parents are alive, you cannot sponsor them. If they are over 18, and you have a third sibling, you cannot sponsor them. If they are under 18 and your parents are alive, you cannot sponsor them. Etc etc etc.
