Did not get the PR card post landing. Re-apply or still wait?

Hi Members,

Background:
I live in Detroit, US. I landed in April 2016, at Windsor, ON, and became a permanent resident. At that time, they did not allow to give a friends address for PR card. They said when you finally move and have a residence here, notify us and we will send the card.

In Feb this year, I gave a friends address, as communication address, in Windsor, ON. They gave me "Address Notification - Permanent Resident Card" form and asked to fax it, to 1-902-564-7317. I filled out the details and faxed the paper to the previously mentioned fax number. I am still residing in US and on track to move to Windsor, ON, in July, this year.

My friend, has still not received PR card, and it has been more than 90 days. I have been trying to call the call center number and I always get "We are busy", and thereafter, the call gets disconnected. Therefore, I do not know, how to ask them if they have started to process my application. Also on the self service option, https://www.canada.ca/en/immigration-refugees-citizenship/services/application/check-status.html, I do not see any information about my PR card application. It does show my updated address on the postal, which is the address, at which I want to receive the PR card.

Question:
1) Should I just apply for New PR card, using the application and pay the $50?(https://www.canada.ca/en/immigration-refugees-citizenship/services/new-immigrants/pr-card/apply-renew-replace.html)
2) Should I talk to CIC and ask them about my status? If yes, then what channel, you suggest, I should talk to them, as their phone number for PR card inquiry is always busy?

You do not need to reapply. You have to call until you talk someone.

@rakakatoofaan What did you end up doing? I am in this same situation as the officer told me that I need to update the address notification form and send back once I have a permanent address? Can I still go ahead and provide a friends address for PR card to be dispatched?
