It takes only 14 working days for a study permit to be issued . Chandigarh guys are very fast and some of them got in 5 days , some in 3 days so its rush time , thats why its delayed.

If it is paper based application, it will take minimum 15 working days from the day the VO receives your file.
If it is online, it will take lesser time.

I applied on 23rd June 14 via VFS Global, Chennai. Paper based application.
I got the Study permit approval mail on 10 Jul 2014.
