I just wanted to know how the law works. My friend got deported back to Korea, is he able to apply for a student visa to Canada? Or what would be the best option? He originally had a student visa in the states, but while transferring schools he didnt realize he had to leave the country which led to him overstaying his term leading him to having an illegal status. Is it possible to gain entry or apply to schools in Canada in order to finish his education?

No his deportation will make it very hard to get any form of temporary visa. He could apply for PR if he qualifies as long as he declares that he has been deported.

Does it make a difference if you left on your own accord instead of getting caught and deported?
Is there a high percentage that he would be able to immigrate to Canada?

We can't tell you if there is a high percentage that he will be able to immigrate to Canada. That will depend on his profile and if he has enough points based on work experience, completed education, language abilities, funds to settle himself in Canada, etc. to be selected. He will need to research Canada's immigration programs to find out what it takes to apply. Note that he needs to have at least 1 year of full time paid work experience to qualify.

Tell your friend to apply and to not hide any truth in his aoplication. He should give clear explanations as to why and what happened.

One thing I know Canada and USA are 2 different places.

If he's reasons make much sense, he will definitely get it.
