deportation fees 150 CAD

hello everybody I have a question but before let me explain all the process that i went trough
i ask for refugee on 2009 we lost our case we appeal and we lost and then we applied for PRRA and we lost so we applied for h&c and in the mean time we were asked to leave canada which we did and we paid for our plane ticket back to mexico and now we received a letter from our lawyer saying that we were accepted on the H&C application and we have to go back to canada to continue with the process there also in the letter says that we need to ask to the canadian embassy in mexico for an authorization to return to canada
we contacted the embassy and they say that we have to apply for a temporary residence visa and pay $400 CAD for the ARC and $1500 CAD for all the deportation expenses (fees) so the question is do i have to pay the $1500 CAD even though I paid my ticket back to mexico and i left canada when they told me to.

Yes because cost of ticket is different from deportation fees. It costs money to process your deportation papers, this is something you have to pay

thank you very much for the info yes i paid the money already and now im just waiting for my temporary resident visa by any chance do you know how long does it take to get the visa?
