Hi All.
Just wanted to share some information, status about the dependent child PR sponsorship application we made for our child born outside Canada, application made from within Canada.

Background: Both father and mother are canadian PR since 2015
Child born location: INDIA
Child date of birth: 21 Sep 2018
Date of Entry to Canada: 05 Feb 2019 (Calgary, Alberta)
Child legal status at the time of entry: Visitor Visa valid for 6 months (04 Aug 2019)
Application for Alberta Health Card approved: Sometime in March 2019
Date of paper based PR Application couriered: 19 May 2019
PR Application payment mode: Online - Credit Card
PR Application submitted to: CPC Office, Sydney, NS
Because we knew PR application decision would not be available within the expiry of visitor visa, we applied for visitor visa extension application online: 01 July 2019 (status: still processing)
Acknowledgement email for PR application received from IRCC: 17 July 2019 (This email contained case application number)
Medical examination request email received: 22 July 2019
Medical test completed and results submitted: 23 July 2019
Alberta Health Care card expired: 04 Aug 2019 (Applied for private medical insurance)
Passport + Photos request email received: 26 August 2019
Passport + Photos + Return Self-addressed Canada Express Post envelope sent: 27 August 2019
Confirmation of Permanent Residence (CoPR), Passport, Photos I sent received back thru Canada Express Post: 25 September 2019
COPR issue date: 12 Sep 2019
COPR validity: 23 July 2020

Since child is inside Canada, requested appointment at IRCC office, Calgary (instead of going to border)
Date of request for appointment at IRCC Calgary: 26 September 2019
Email address to make request for appointment at IRCC office: ircc.pra-rvpr.ircc@cic.gc.ca

(This is the only way to make appointment. Automated voice will give you this email address when you call IRCC call center and go thru their menu options. Email address is to be used only for requesting appointments at IRCC office to complete formalities of becoming PR. Not for any other purpose, according to the acknowledgement received)

Expected reply with appointment details: Within 30 calendar days (according to the acknowledgement email)

Alberta is rare and offered healthcare before family members have received PR. This is not the case in other provinces.
If parents have PR and the child's status is legal, health care is provided till the expiry of the legal status. Not sure if registry do that here in Alberta or we got lucky. We did receive an official health care card until the visitor visa expiry date. And for vaccinations past the expiry of health card, they did not demand new legal status document or anything. We did tell them PR application has been made though
