Dependent Child-Permanent resident card renewal

Hi,

I have a query which I would like your help with

I have a son who is 21 years old and a permanent resident to Canada, his PR will expire on June 2018. He only stayed One year and 4 months in Canada in the past 5 years. My son is staying with me outside Canada because he is financially dependent on me during his study and I am a Canadian citizen.

On October 24th they changed the definition for dependent child to be under 22 years and I was hopping this will help him to renew his PR card after counting the days outside Canada as accompanying to a Canadian citizen mother.

Last week, they only updated the definition here: http://www.cic.gc.ca/english/helpcentre/glossary.asp#dependent_child_jul
But not in this Appendix:

I am totally confused!! Would the new definition for dependent child be applicable for new application only or also for the renewal of PR cards? will he be able to count the days outside Canada as accompanying to a Canadian citizen mother to renew his PR Card?
