Dependent child is turning 23 yrs.old this year

Hi there I'm in need of help. The category is Family class sponsorship for parents with dependent children. I was surprise when the application came out 3 months ago for the payment of right of permanent resident fee. Unfortunately one of the dependent is turning 23 this coming December 2015 and I just recently sent the application. And today the liberal party won the election and I heard the allow dependent child til 22 years old.Please help me if I still can do about it. And my brother just graduated on 2013 by then we just receive letter from the immigration. Until now he is still dependent with my parent. And we are worried if he will be left alone. Since my other brother has his own family in Philippines. HOPE THERE WOULD BE SOMEONE WHO CAN HELP ME HERE. THANK YOU FOR ALL THE SUPPORT. LONG LIVE TO ALL

When was the sponsorship application received by CIC?

Sept 2011-The application was received.
Mar 2013 - Confirmation letter from immigration that docs are received on Sept 2011
Aug 2015 - checklist of docs needed for the application (right of permanent resident fee included)

The date in September 2011, when the original application was received, is the `lock-in' date.

Your brother's approaching birthday will not be a problem for the PR eligibility for him.
