Dependent child age 22

Hello,
Anyone can please answer my query that i know child above 22 cannot move along with the main applicant unless he/she has a mental or physical conidition but what if, child is 22 years old what would be the case then ? The Above condition is just for child above 22?

Definition is under 22, not over 22. Your child is not a dependent.

One more query When we apply for quebec program, dependent child age is locked at the time of applying as we receive the AOR or not?
