"Dependants" and Family Inquiry

I started reading country specific instuctions for applying for PR. My husband is Canadian and I am American, and we are planning to reside in Quebec.

My question is in regards to "dependants."

In the instruction manual it reads: This form is completed by you, the principal
applicant, if you have more than five (5) family members.

Technically, I don't have any dependants. I have three sibling and my mother, but none are dependant of me in any way or are planning to immigrate to Canada.

Must I fill out a form for each and everyone?

As for the additional family information and background declaration.

In the instructions it reads: You and each of your family members 18 years of age
or older must complete their own copy of this form.

My father has been out of the picture for a few years now and I haven't had any contact with him since. My mother and he divorced and she received full custody. Must he also complete these forms??

Your mother and siblings (and father) aren't dependents. Just family members. You don't need to fill out these forms for them.

The Additional Family Information form is the one on which you list your parents and siblings, and your spouse and any children (i.e. step) who are already Canadian citizens or PRs. The Family Info form is not about people who are being sponsored by your partner for permanent status now. It is about people whom you might be eligible to sponsor yourself after you become a PR (and your family members already having status in Canada).

Form IMM0008 is the form on which you list the people your spouse is applying to sponsor on this application -yourself (as the principle applicant) and any of your dependent children. Sounds like you need to read through the Applicant's Guide more carefully so you have a better understanding of the application forms and how to fill them out.
