Hello,

Last week I received a request from CIC to provide a PCC from my home country for myself and my wife. At this point, I've also received MRs and paid the RPRF.

During the last few days, I was trying everything I could to get the PCC. I went to RCMP and got my fingerprints, notarized the fingerprints, then authenticated it from the foreign affairs. After that, I went to my embassy to get it certified and they told be that they will not do that because it is meant for immigration and that is not approved by them! I tried to talk some sense into the person in charge and he said he was following the rules that no fingerprinting is to be certified for "citizens" for immigration purposes. So if I wasn't a citizen of that country, I would've got it easily because they wouldn't care!

I made a lot of calls back home and couldn't find a way around it. Fingerprints are required and a request letter has to be included from whoever is requesting it.
Even if I have to travel for it, I still have to justify why I need it and that it's not for immigration or citizenship to a foreign country.

I called CIC and explained my situation and the agent asked if I have a rejection letter from the embassy. I told her that I don't have one and they wouldn't cooperate to give me one either. She asked me to email CIC ottawa (where my file is) and explain the situation. At this point, how can I explain this? I went online and searched for a proof that they don't approve immigration but I couldn't find any. The only thing I found is that duel citizenships are not allowed (actually this is available in many websites online).

What should I do in this case? Did anyone face the same issue with their home country?

Sorry, but for security purpose, I cannot say where I am originally from. And if you find out, please :-X . ;)

Thanks!

No, otherwise I wouldn't have the problem in the first place.

if that can't be done through your embassy in Canada, then you must make a trip to your homeland.

i mentioned that in my original post:
"Fingerprints are required and a request letter has to be included from whoever is requesting it.

If you can't identify the country, it's harder for us to help, but anyway -

1. Go to the US State Dept website, "Reciprocity by Country", enter the country name, and look up what the US says - it's much more detailed and accurate compared to the Canadian rules. Scroll down, looking for a section called Criminal records or police clearances. Perhaps if it describes your situation correctly, you can cite this as evidence of the difficulty of getting the police clearance.

http://travel.state.gov/content/visas/english/fees/reciprocity-by-country.html

2. Try to find similiar information from Human Rights Watch, Amnesty International, or the UN.
http://www.hrw.org/world-report/2013/country-chapters

http://amnesty.org/en/annual-report/2013

If you describe your attempts to get the PCC (letter of explanation, with supporting documentation is best). Do the best you can, if it's a policy it is written somewhere. And hope for the best; you're not the only person in this position.

Just get a letter from CIC website that you need it for a visa .. and you will be fine.. you are applying for a visa. You get PR when landing not now and you get citizenship after years of living here and doing another application for that. Jeebha bel wasta brother..

Good luck

I just thought I would give you some updates about this as it "might" help someone else in the same situation.

I went ahead and got another set of fingerprints. This time, I indicated that the fingerprints are for "employment" since the embassy didn't cooperate when the fingerprints were for "CIC". Then I asked my boss to provide me with a letter requesting PCC for work. He was nice enough to give it to me within hours.

I went back to the embassy and they requested more documents... After some reasoning with them they finally agreed to have them certified. Then, I sent them back home and after having 2 different people trying to help me with the PCC there, one of them was successful. I just received them today and I sent them right away to CIC. They should get them by tomorrow by Xpresspost.

I also included a letter stating that I had to indicate that they are for work because the embassy wasn't cooperating when I indicated that they were or immigration. I hope the officer will be nice enough to understand my situation.

What is the embassy I was dealing with? It's the embassy of Saudi Arabia!

creative, well done. You were fortunate to have the support of your employer and people in-country who were able to help. Good luck!
