The person you're responding to posted here over 8 years ago. You'd probably be better off posting the details of your situation here so that others can help.

Thank you Scylla for the info, my situation was, i applied for a Canadian tourist visa online last DEC.2015 and i receive the visa refusal result in Jan.2016, the response was,

the information in the travel and identity documents,
the reason for travel to Canada
the persons contact in Canada
the persons ties to country of res.
the persons ability to pay for the trip
whether the person is likely to respect of his admission to Canada
whether the person is inadmissible to Canada
whether the person would likely to leave Canada at the end of his authorized stay
other reason (x) you did not declare your us visa refusal

i have uploaded some real property under my name,i uploaded my previous passport have traveled to Malaysia, Singapore, Libya and Saudi. i uploaded also my bank account in the Philippines and bank account here in Saudi, i made a mistake which i consider more of an oversight, i was supposed to declare whether or not i have been denied a visa to other country. i indicated no, i only read and understood the question was only limited to that of Canada.

The question in the application asks about previous refusals to any country. Your error was a very serious one and this specific error can sometimes result in a 5 year ban being issued by CIC for misrepresentation (lying in your application). You are lucky this didn't happen to you. Please be extremely careful in filling out future applications. You will have to declare all of your Canadian refusals as well as any from other countries.

With three refusals, you will want to hold off applying until you can show very strong ties to prove you won't overstay. Typically it's more difficult to apply from a country where you only have temporary status. You may be better off waiting until you have return to your home country. Your travel unfortunately doesn't count for much - when it comes to travel history, CIC is typically looking for past travel to countries requiring visas such as the UK, UK and Europe.

How long a visit did you request? What bank balance did you provide to demonstrate you could pay for your trip? Are you employed? Did you provide proof of employment (e.g. pay stubs) and a letter from your employer confirming your holiday and your leave period?

You should be able to apply as a Visitor and purpose of visit should be accompanying spouse. your spouse can show his salary as proof of funds, you need to upload below details pretty much.

Visitor Form
Marriage Certificate
Passport Copy
Proof of medical
photo
Spouse Work permit
SPours passport copy
Spouse Job letter used for Work permit with salary update

Thank you for your response.
I have included all these documents when i submitted for the first time.
Is there any other documents can i submit to approve ?

I guess there is a different visa for spouses of work permit holders. SPousal Work permit. Visitor visa might not be issued.
