DENIED BRIDGING WORK PERMIT FOR EXTENSION

Good day. My friend expressing his concern about his case to cic decision that has been refused his work permit two times. He is seeking a lawyer who can understand his case appeal to cic.

He has an application in ainp provincial nominee and has only a file number. he was at 4 years cap but the ainp has issued him a letter for bridging work permit extension. His work permit was expired april 3, 2015 and before the work permit get expired, he applied for extension of work permit through implied. His application was refused last June 05 because its says he doesn't have valid LMIA ( take note he is under compliance to exemt lmia). The cic returned the whole documents last June 08, with a letter noted to pay the restoration fee and asking to send it back again once payment have been made. June 10, after he accomplished it and send the whole application again, several months later, he received a refuse letter again. It stated that in order to be considered for bridging open permit he must have a provincial certificate and valid status.
What he is appealing for is first; after completing the payment he do hope that the application will get approved, because it only requesting on the returned documents with letter.
Second, he was applying extension and restoration of work permit but not a open permit through bridging. he had the same case exactly as his co-worker which was approved for one year closed work permit.

he is beyond status now and waiting for appeal from the member of parliament. Please can anyone kindly help him on how to restore his status through the case he appeal. He received his last refused letter Oct 27 and still currently in canada. He is seeking an assistance in this matter.
