Democratic Republic of Congo: Police Certificate

Hello everyone,
Is there anyone who had to deal with the DRC authorities to receive the PCC?

I had lived there for 7 months, my spouse for 3 years.
We asked our friends to help but received a "certificate of good conduct" from a wrong district, not the main Police organization.

How do you get one there? We called the DRC embassy in our country, but they refused to help us.
I also contacted my own embassy in DRC but they also did not reply to us.

We are kinda freaking out a little here.

Advice?!
