Delete existing EE profile to proceed to PNP?

My cousin in Bangladesh had completed his Express Entry Profile. His CRS score came in at 347. He is 32, Bachelor's degree, an IELTS score of 7, 10 yrs experience as an Accountant (NOC code 1111), and now a manager. He doesn't have any job offer from any Canadian employer.

Because he will not be selected solely based on his CRS score, to proceed with a PNP program:

1) Should he delete the existing Express Entry profile and then proceed with a PNP of his choice? If he deletes his existing entry profile, will that affect any future application?

2) Will the assistance of any immigration consultant improve his chance of applying for PNP or he should do this on his own?

1. What province is he proceeding with given his low CRS score? Just unselect PNP in his profile and then he can pursue other provinces but not sure why he would be successful as it doesn't change his score or profile. Some provinces like Sask only allow one profile.
2. An immigration consultant can't change his scores or give him a job, he can do it on his own.
