I am currently in the USA and I got my Canadian PR in May 2018. My cut off date to reach Canada is May 2021. If Covid is still an issue next year I am wondering if it's possible to extend my May 2021 date, has anyone tried that?

IRCC has announced a number of exceptions to immigration rules / processes due to one of them. However lenience in the PR residency obligation is not one of these exceptions. As said above, the Canadian PR residency requirement is already quite lenient vs. other countries (e.g. U.S.), so it's best to assume there will be no changes to the rules and the 2 out of 5 years will still apply.
As a PR, you are free to travel to Canada now. Travel from the U.S. to Canada is still quite easy as long as your reasons for traveling are deemed essential (which yours would be since you are a PR).
You still have the better part of 10 months to plan your relocation. If possible, I would strongly recommend that you relocate to Canada several months earlier to give yourself the flexibility of being able to travel outside of Canada (vs. coming to Canada and having to live here for 2 years straight without leaving to meet the residency requirement).
