Hi all, I've been trying to find more information on how to handle a delayed P2, but I haven't really found any info on this specific issue. So, I figured it would behoove me to make a thread about it and see if anyone has insights they can share with me for my situation.

So far my PR application has been processing smoothly... until now. My full timeline is in my signature if anyone is curious, but I'll provide the consolidated version here.

2023 Nov 9: Application submitted for Family Class Sponsorship - Inland (Quebec)
2023 Dec 1: AOR
2023 Dec 28: Biometrics Completed
2024 Mar 22: CSQ and Undertaking Approval Received
2024 Apr 15: Approved in Principal and Sponsor Approved
2024 Apr 29: Eligibility Completed
2024 Jun 11: Medical Completed
2025 Jul 10: Right to Permanent Residence Fee Request
2025 Sep 13: Medical Extended
2025 Oct 23: Status changed to Final Decision
2025 Oct 24: Background Check Completed
2025 Oct 30: Virtual Landing Request (Portal 1) Received

As I mentioned, I have not yet received the Portal 2 email, meanwhile it seems like everyone around me has already received theirs. The P1 letter included instructions for reaching out if there's a technical error for your P2, but no way to contact if your P2 seems to be delayed. So I decided to reach out to IRCC via Web Form because I tried calling and I just couldn't get through to an agent. The timeline for those communications is below.

Nov 1: Automated response from P1 inbox received via email confirming my email with my info was received.
Nov 9: I sent a follow-up email to IRCC with corrections to my initial response.
Nov 28: I sent a Web Form to IRCC with my correction details and the message "I have not yet received a Portal 2 email from IRCC or any other communication with further instructions."
Dec 4: IRCC confirmed the Web Form info I provided had been verified, but indicated my file couldn't be accessed without further details submitted via Web Form.
Dec 8: IRCC confirmed my correction documents via Web Form were received and added to my file and that the info provided would be given review and consultation by an agent, but any questions included would have to be resubmitted via Web Form as a new inquiry.
Dec 12: IRCC responded thusly to my inquiry, "We have verified the information you provided and have forwarded your request to the responsible office. Please be assured that we understand how important this process is to you and that we are making every effort to finalize your application as quickly as possible. We will inform you as soon as a decision is made or if further information is required."

The "responsible office" mentioned is Mississauga.

My Open Work Permit is also set to expire on Jan 28, 2026.

Does anyone have any experience with a P2 delay or any idea why this is taking so long to get the P2 to me or any insights into what kind of a timeline I might be looking at for the remainder of my processing? I'm concerned I will not be able to keep my job if the delay persists. I'm also worried that having such a long delay might indicate a more serious problem (such as a late-stage refusal? Is that possible at this point?)

Hi SkyEarth, You’re not alone — our P2 was also delayed in a strange way. We received Final Decision on Nov 21, but only got Portal 1 on Dec 3 from the Etobicoke office and replied the same day. After that, there was no update, even though applicants with similar timelines were already getting eCOPR. Then on Dec 12, we received another P1 email from the Mississauga office asking for the same information. We replied immediately and explained that we had already responded to Etobicoke. We finally received P2 today. It seems possible that when one office can’t complete the P1–P2 step, the file gets transferred to another office, which can cause delays — especially if webforms or corrections are involved. I’ve also heard calling IRCC right at 8:00 a.m. gives a better chance of reaching an agent. Hope you get P2 very soon!!

Hi! Thank goodness I'm not the only one with some weird P1-P2 stuff happening. I've felt really alone dealing with this the last few weeks. I'm so glad to hear you finally got your P2 today, though! :D

Hi there! First of all I'm so sorry you're going through this, especially so close to the finish line. If you want to cover all of your bases, I would apply for the work permit renewal. It may not process by the end of January (although my renewal ended up taking about a month despite hearing from others + the official IRCC timelines that it would take 6 months), but as long as you've applied for a renewal you can keep working on maintained status until your PR fully processes or the WP is renewed. It's annoying because you have to pay the fee again, but might be good insurance for peace of mind. The only catch it that as soon as you reach your current WP's end date, you HAVE to stay in Canada to keep the maintained status. I have heard from others that if you leave Canada, they will automatically cancel your WP renewal.

Anyways, I hope this is helpful but unnecessary and you just get P2 and eCORP soon! I got the eCORP letter yesterday and it includes instructions to apply for a permanent SIN, updated RAMQ card, etc.

Yes, but I would think that I was placed into that queue sometime between November 1 when I replied to the P1 with my info and November 9 when I followed-up with a correction for a typo. So it is concerning to me that I am seeing others with my same time frame who have had their P2 for a month now and have gotten their eCOPRs and are at the point where they're just waiting on the PR Card. Likewise, others (such as elallen) applied a few months after me in 2024 and are already at that stage as well.

Hence my concern. If it was as simple as "waiting in a queue" I would think my name/number would have been addressed before now since I received the P1 back in October. Any ideas what might cause the delay I'm experiencing for the P2?

Dec 19: I sent a new email to IRCC.HIOBFIODLANDINGS-ADMISSIONSDOIFDGOHI.IRCC@cic.gc.ca (Mississauga VO) titled "No Portal 2 email received yet for Application Number [##########]" (no automated message received)
Dec 29: I sent a reply to my original email chain (the one used on Nov 1 and Nov 9) and sent all my info again + I also sent a new email to ALL of the landing office inboxes titled "Application Number [##########]". I received several auto-replies, but not from all of the inboxes.
Jan 1, 2026: PR Tracker ghost update -- my eCOPR expiry date (which was just a placeholder) was removed/no longer present.
Jan 9: My PR Portal was updated with a new case file and I received the P2 notification to my email.

Now I'm waiting for the eCOPR. Just wanted to provide an update to anyone going through a similar delay that this eventually resolved and the steps I took to try and make sure 1. that IRCC had what they needed and 2. that I wasn't forgotten about or slipping through a crack in the system.

I plan on requesting GCMS notes at the end of all of this just to see what the heck was taking so long.

Whew - glad it's finally moving. I got my eCORP a few business days after getting P2 to hopefully that part is fast for you as well! I am still waiting on the physical PR card though (since December 15th but I think it takes at least 4-6 weeks minimum). I ended up having no issues coming back from my trip last week. One reminder I wasn't thinking about - as soon as you get the eCORP you have to apply for a new SIN (it's a permanent one now) and a new RAMQ card.

Likely as simple as quota was already met for 2025. Not super unusual.

The quota being met just doesn't make sense to me since the P1 was given in Oct and other applicants were continuing to get P1 through Dec and approved for the P2 and eCOPR stages afterward, even as I had replied to my P1 at the same time or before them... do you have any insight on why one person would not be included in the quota for IRCC but someone receiving and replying to P1 after would be? I am genuinely curious how I could be almost 3 months delayed getting P2 while others weren't if the delay was quota-related.

Yes! I knew about the new SIN and RAMQ updates once the eCOPR is received, but a reminder is always appreciated! Did you receive an email when your eCOPR was granted? I know a few people who have been waiting about 70 days for the PR Card already, so yeah 6-8 weeks might be a good assumption for the wait time for that right now.
