Hello Everyone,

This is my story:-

Today its 121 days since completing my landing, but neither me nor my spouse have received PR card.

I called up CIC call center and they said that application is in process and next call I can make in December 2015 (i.e. 3 months after I made last call to CIC) to check if till then I haven't receive PR card. They don't have any information of whats causing delay and they could only say that application was in process.

The avg processing time on CIC website is 41 days and I am curious to know what could be causing so much delay in my PR card. I haven't received any notification regarding re-submission of photo. Can any of you advise of what could be reason of so much delay.

Secondly, I have to travel to US next week by road for about 10 days. Will it be okay to return using COPR using RENTAL Car by road. Anyone having experience with same please highlight.

No idea what's causing the hold up with your card. I'd keep calling them - you're passed the timeframe on the website so they should be able to give you answers. Eventually you'll get through to someone helpful.

As far as using a rental car, my understanding is that it's totally fine to show up with your CoPR only. If you can get to the border, Canada will let you in. The issue with not having a card is that some airlines or commercial carriers might not let you actually board the plane/bus/ferry/whatever. A rental car is still a "private vehicle" even though you don't actually own it. Make sure you rent a car that's allowed to be taken across the border though of course!

On a visit inside the USA, is the COPR accepted as a legal document. by US police ?

A legal document for what purpose? in general, Outside Canada, your COPR only shows that you have a legal right to reside in Canada, & any LE agency will be more interested in / require an identity document. I can't think of any reason why the police in the U.S. would have any interest in a COPR ?
