Degree evaluation

For applicants in the US with a US masters, did you get both your bachelors and the masters evaluated by WES, or would just getting the masters would do? Someone told me that only the highest degree is needed. Is that true? Thanks.

I am in a similar situation. Currently in Post-ITA phase and have only had ECA done for Masters (US).
