Definition of Completed Application counted towards the Cap- FSW 2014?

Dear Friends

I applied for FSW2014 against NOC code 2171 with application submitted date of 16th Sep 2014. Now I could see the cap as full for 2171, and my credit card is not charged still. Does this mean that I am out of the race or still there are chances? Little confused with the definition of "completed accepted application", do they validate and charge the CC first and then calibrate the application as complete or do they validate and mark the application as complete?

Do I have a chance still or should I forget it? Will I get any notification from CIC at any point?

Based on what we've seen here, it looks like the last applications to be included in 2171 before the cap was reached were received by CIC on September 4th.

I really hope you are correct, because I am Sep 2 applicant 2171 DD mode... But the current situation is disappointing even for me!
