deemed rehabilitated?

planning to change status from work-permit to visitor visa for 6 month.
first came to Canada on 19 Dec. 2015 with work permit (work permit issued at the airport).
no one or any application asked about past criminality for the work permit processing.
born in Nov. 1984
accused in June 2003 as 'fraud', outside Canada
value was @$11,000CAD, penalty was @$340CAD, and it was suspended (judgement: suspension of sentence) on June 2005
No other violations before or after that.
I am so confused whether deemed rehabilitated or not.
some website, it is deemed and other website, it must be applied for rehabilitation
could you tell me your thinking?

Hello,

In your case, your conviction outside Canada corresponds to Section 380(1)(A) of the Criminal Code of Canada, which carries a maximum prison term of 14 years.

You may only be deemed rehabilitated if your offence, if committed in Canada, carries a maximum prison term of 10 years.

Unfortunately, you will have to apply for individual rehabilitation.
