I am a bit confused with the import forms.

In a soft landing I need to declare items I am carrying with me as I 'soft land' and items coming later, (i.e container / packages).....

I will not be bringing anything in the soft landing.

Can I have two different later arrival lists?

a) items coming later and separately by container,
b) items I will be carrying with me when I finally land.

Depends what you mean by soft landing. If you will be arriving (again) in future and before your container (esp if you haven't sent container yet), then you don't need to do it now. You do the forms for things arriving separately when you next return.

Just answer questions truthfully - your soft landing is technically just a visit, even if you go through admin step of landing. (To be clear Permanent residency status is distinct from actually being a resident, at least in CBSA language - a PR is not necessarily 'resident' for tax and customs purposes)

When you return to stay permanently, you tell them what you're bringing with you and get the forms signed/stamped by customs for the container / goods to be shipped.
