Declaring flagpole in US visa renewal

This is not 100% related to H-1B holders in the US specifically, but figured this is the most relevant forum.

Has anyone renewed their US visas after flagpoling? Did you say yes to the question "Have you ever... withdrawn your application for admission at the port of entry?"?
