Declaration of Guarantor for Passport Application

Hi. I'm filling Adult General Passport Application from [PPTC 153 (09-2016) R1]. In this pdf form I can't get into the "Declaration of Guarantor" to type anything. Does it means, this portion need to to be hand-filled by the Guarantor?

Yes, the Declaration of Guarantor part the passport has to be handwritten... just double checked it.....
