Hello,

I have sponsored my wife from India and soon she will join me.

Does she has to carry any specified amount of money and declare so that she can immigrate to Canada at the port of entry?

Usually they ask how much money you have with you. But that's it, you don't have to prove it or show how much money you still have in your home country or whatever. There is no requirement saying a sponsored family member has to have any set amount of money or savings.
Customs requires you to declare if you have more than $10.000 with you, but that has nothing to do with immigrating, that applies to anyone entering the country.
