No. It's very likely it is a positive decision but not certain.

Also you are not a citizen until the oath, no matter what the decision is.

Yet, you do not become citizen before taking the oath of Citizenship. Ensure you have no prohitions until you take the oath.

most common issue is: You must remain a PR in good standing. So you need to make sure that until the oath of citizenship you are in Canada for 730 days in the last five years. It's tricky not to fulfil that threshold when qualifying for citizenship, but possible.

Passport has nothing to do with being a Canadian citizen. After oath, you are Canadian.
In fact, to be 100% accurate, take the Oath and sign the very last document, after taking the Oath. This final step is required as well.

Well, compared with India: Approximately 60 million Indians hold valid passports as of November 2014 = 4%
USA: 40%
So 60% is a good number
