Decision made background check not applicable?

I recently attended interview and next day I see decision made on ecas and background check Not Applicable on gc key. I have not submitted the police certificate yet as I am still waiting to receive it. Does that most likely means it is a refusal?

Any input on this ? Appreciate your response

Where is your application at?? Where did you go for interview??.. just be hopefully, and think positive
