Is decision made after test interview is always positive decision?

I can never say always as there are exceptions but it is generally positive. I can't imagine why it could go negative right after the test.

Normally it is a good thing. If there was anything needed by them on your application this would have been requested during the interview for you to complete within reasonable deadline.
