I had applied for Temporary Resident Visa via VFS on Friday 9th Aug. Within a few hours of my application, I received this message.

Can someone help me decipher this message? Has the decision been made and I need to collect my passport? I had opted for the courier so should I wait?

Can IRCC actually process the application in 1 hour and decide? I haven't received any rejection/approval mail yet.

Call VAC to confirm if indeed there was a decision made.
You already submitted your passport. Did you apply via paper and you have an existing biometrics? Cause normally upon submission of TRV , after a day or 2 the biometrics will be requested. You did not mention that you submitted your biometrics, so it looks like you are just re-applying a visa.
If you opted for courier, then just wait for the decision envelope.

I sincerely don't believe they can process someone's application so soon (span of 2 hours).

Yeah its a bit strange. According to this link the estimate number of days is 12 for India.
