Mine was XHSW-16006** . So, from Jan 2016 till Feb 11, 2016, there were 600 and odd AORs sent. So, going by this, when the OP said his file number = 16014XX, it means that close to 700 AORs have been issued from Feb 11 till date.

OINP bases its allocation of file numbers on the date they received one's application and file numbers do not correlate with the AOR date.

you are 4th November applicant and your number is 600. it means there are at least 600 people in the queue and 600 AORs have been issued.
I'm 21st November applicant and my file number is 1100. it means there are at least 1100 people in the queue and 1100 AORs have been issued.
I got mine AOR on 21 March - at least 1100 AORs have need sent till that time.

If somebody receives an AOR and has a file number , lets say, 2500, it means that there are al least 2500 people have been given AORs and they are waiting for the nomination.

File numbers for 2015 quota were like 1500000-1502999 while the quota itself was 2700 (and the total quota for all streams was 5500)
This year's quota is also 2700 for Human capital Stream and the total quota is also 5500.

how did harshandeep send new application when no applications are to be accepted after 9th May? May be it was decided later not to accept returned applications. Harshandeep please update the latest outcome.

PEI and NB are still open.
It would be a good idea to apply for those programs as well.

The file number doesn't necessarily start with XHSW, there are people for whom it starts with XHEC and thayt count is 2600 as well. So if anyone knows the meaning of this segregation then their input is appreciated.

XHSW is FSW and XHEC is for CEC applicants.
