My background is still in progress but my LPP is complete is this normal? I haven't seen lots of applications with this pattern, pls advice.

No, it is stuck. As in at least some other cases in Mississauga. We just have to wait.

Actually quite a few of late are following this pattern of late. It is one or the other (Either LPP or BG complete) - seems pretty normal. We wake up only when we are summoned.
