My Canadian wife and our 2 kids are currently living in Australia (I am Aussie) and we are planning to return to Canada permanently this year.

We got SA last week and my PR application is now in process through Ottawa. The kids citizenship certificates are also in process.

Is it possible for us to move to Canada in the middle of 2016 even if my PR is still in process? Will that affect my outland application? If I have a return ticket, might that help?

I never got AOR. SA I got in the mail, yes, even though I provided an email.

Ottawa's Turn around is about 6 mo, if you just want to come sometime in the summer it might be worth waiting until July or August and seeing if you get COPR. If not.. it might be hard. They won't like the idea of you 'moving' to Canada before you get your COPR.

You can, but you would come as a visitor even though you have the intention of living in Canada. The main issue is your goods, if you have a lot of items you need to have a tax exemption on, you should hold off on bring the goods over until you land. You don't want to show up at the border with bags and bags of goods until you are landing.
