My guess is Express Entry is a far more reliable system for the Canadian government. This system gives them a filtered result of worldwide applicants, their caliber, adaptability and most of all their ability of dissolve in the Canadian system.
Lesser paperwork, and no need to crosscheck all the applications. On a particular day, they pick the most eligible applicants from the pool and offer them ITA.
For the applicants also, you need not to wait for your turn, no timelines like you get in a Que in FSW. Rather you are in a pool with all fellow applicants and the ones with most points get through.
Express Entry is the refined version of FSW program. Chances of FSW returning again are not practical.

My application has been returned as well. NOC 0112 cap has been reached. I give God all the praise and glory because he perfects all that concerns me. So even if this looks bad/sad, I choose to be happy because Jesus knows best.

Express Entry profile gives me 417 points, time to sit for another ielts exam my PR visa through EE will definitely be processed in 4 months max. There shall be no loss.

Just called cic to know app status they told me your application is under review so wait for week or more days . is that a positive sign wants to know . my file rached on c i c on 29 dec n o c 1113 stock broking dealer. Important information is that i asked him sbt 25000 overall cap rrached . the man from cic said no we are processing file wait no cap limit is reached.......

I called CIC about 4 times this week, they just keep on saying Ur UCI NO is not generated....That's totally false Since
Mine App Rec. 23.12.2014
DD Charged. 25.02.2015
And UCI is the first thing that is done after opening app file...
Friends What should I do??????

It all depends on the agent you get. Some time they just want to brush you off.. call another day and ask the same question. All you know you might get your file number.
