Debate with my representative about the requirements for work permit

So basically i submitted my application today. My authorized representative tried telling me you need a medical check for an open work permit (inland spousal sponsorship pending ). I told him no you dont as the CIC website only request that for people intending to work in designated hazardous fields such as health care etc or if a person is from a country deemed to be high risk for certain ailments (im from the u.s.a ) long story short i sent my application minus a medical check. Was i correct or was he ????
