Date of Birth Certificate

Hi All,

Need some help here. My friend is applying under CEC and doen't have the actual DOB certificate issued by the indian government. Instead he has his 10th Grade marks sheet which shows the date of birth. Can he submit the marks sheet as DOB certificate.

Please help in anaswring the query.
