My mother's citizenship photo has been damaged but it is just on the background and there is no damaged in her face area. Is it still acceptable or does she need to take a new photo?

Agree with above why put your application subject to delay for something so trivial as getting a new photo.

Can't really see much damage there but agreed IF it's not yet been submitted.

If it's been submitted already and that's just an old photo, I wouldn't worry too much as they may give you AOR anyway and/or just request new photos later. Quite a few reports here of AOR despite not signing them.

But if it's not submitted yet, I fully agree spend a few more $ to avoid a potential ~two month delay!
