No logic there i guess. in the PPR email they requested passport, 2 photos, the CSQ and another form.

In the PPR email, they should have asked you to provide a few documents. Not sure if we received the same email or not, you can start there, if there is no mention of submitting the CSQ, you should be off the hook. Anyway if they need it, they will probably ask you for, so i wouldn't worry too much.
I also believe Quebec send an electronic copy of the CSQ, they must not be too organized down in Dakar . I submitted a scanned copy of the CSQ, i'll see what they say.

In my case, they only sent the CSQ request to my wife (the applicant). For PP pick up arrangements, they sent it to both of us.

Nothing else ,its more than 43 days our application is received, but we never hear of SA approved,

sometimes depending on the case it might take longer than 43 days. I got SA 60 days after they received ours. Probably nothing wrong with your application but i would give them a call to find out.

My husband's visa was issued. He is wondering if there are any vaccinations that he will need proof of now or is that all taken care of with the Medical?

You just have to be patient. Mine took 90 days while the timeline was 60. Give them a call in 2 weeks if you don't hear anything in the meantime.
