TO ANYONE....
I have a friend who is now starting to gather her documents to apply for her PR, 1 of the requirements is a custody letter to be signed by her husband who is in the Philippines(daughter and husband) they are not divorce or legally separeated but its been more than 10 years that they dont live together as husband and wife.

Is there any option failure to submit the "custody letter" to the immigration for her PR?

Top of the day to all. Custody arrangements are not only needed by CIC but also by DSWD when they issue the travel clearance for minors. If your friend could file a joint application for divorce in canada and the husband from the Philippines would sign it, I don't see any problems. Be sure that when applying for a PR, the applicant should already include the certificate of divorce or else the husband shall still be included in the application and should undergo medical by the DMP.
