Currently in Canada on a Visitor Visa and want to Study

I'm currently on a Visitor Visa and want to apply for September 2016 study permit.

Can anyone please contact me if they have any experience at all dealing with VAC in LA?

Do you have to mail in your application?
What country do you guys put as your current country? Canada?
