My Quebec CSQ application sent in July 2012 to BIQ Hongkong was rejected in Nov 2012...

Now, I am planning to apply for study visa and go to Vancouver for some course...

Would VO know I had tried for PR via CSQ and therefore reject my study visa because of "intent to settle in Canada"?
 
No it's not an issue. Just fulfil all the criteria for student visa .

Yes - they will know your PR was rejected.

Yes - this could certainly impact your study permit approval chances. As you know, to be approved for a study visa, you must prove you have strong ties to your home country and no plans to remain in Canada long term. The fact that you applied for PR demonstrates that you are interested in making Canada your permanent home. To be approved for the study visa, you will have to show very strong evidence that you have strong ties to your home country.

What makes you say they WOULD have my details? After all, I applied to BIQ, Hong Kong that too for a Quebec PNP program which is not federal plus they instantly sent my application back because my degree didn't fetch me points.. so it never even went for federal stage (2nd stage)...

It's my understanding that all applications (regardless of whether they are federal or provincial) are accessible through one central system.

You will also have to mention the refusal in your study permit application. There is a specific question in the application that asks if you have ever been refused a visa. You will have to answer yes and provide the details. If you lie and answer no, expect to be caught and slapped with a two year ban from Canada for misrepresentation. Once you are charged with misprepresentation, it will effectively be impossible to obtain approval for any temporary visa (study, visitor, work) to Canada in the future.

I don't get it, I have NOT applied for a visa... I sent my application for a "Quebec Selection Certificate"... that's different from applying for a PR visa...
 
You may wish to apply for your gcms notes written by the VO. You can find lots of info on forum how to order them. Generally these notes will give you a fuller understanding of how the VO sees your case than the brief rejection letter they send. Scylla is right to warn you about misrepresentation. Good luck with your decision.

What is gcms notes?? I have not even applied for any visa.

nevillek, there would not be any problem in student visa coz your csq application was returned without being processed. If they had processed your case then they would have your details in their system. But your file was returned before started 1st phase of processing.

When your file reached BIQ hongkong, they first checked your eligibility but as per quebec rules, your case was not eligible so they returned your file without being processed. Rejection only comes if quebec folks process the case. So it's not a rejection in your case.

It's just a refusal of accepting your file. Moreover, you were in CSQ stage not in visa stage so there would not be any problem.

There is no gcms notes exist in CSQ stage.

I dont think this information is correct.
I applied for PR and it was returned as my documents reached them after the quota was met. Later I applied for student visa and had to show strong ties and also mentioned that I previously applied for PR etc etc . I did get the study permit and while I was on the phone to enquire about questions regarding my PGWP, the staff said that she could see that I applied for PR in this year/such date. I was of the assumption that they do not retain this information when the file is returned but I was wrong of course.

Scylla is correct, they indeed have information of any application submitted to obtain PR . It is your call in the end what to write in the form after gaging all the responses you get on your query.

but canadahelp7, in your case, you 1) applied directly to federal, 2) for PR and not CSQ... not the same for me

however, i have emailed biq to ask them what should i answer for "have u been refused visa before?": YES or NO?

is that the question in the study permit form or am i wrong? maybe the question is "have u applied for canadian pr before?" ???
 
Guys, I just spoke to a lady from BIQ, Montreal and she told me that CSQ and PR are different things.. and since I applied for CSQ and not PR, I should answer NO to the question:

"Have you ever been refused any kind of visa, admission, or been ordered to leave Canada or any other country?"

I already Got CSQ from Montreal we (me and my husband) are on work permits and applying for PR from inside canada. My husband has valid work permit till 2015 but as we don't have any plans o go back home in near future he doesn't have any visa stamp on his passport. My question is do we need to apply for his TRV before sending application For Federal or its Okay as we don't want to go back so we don't need TRV on his passport? Please HELP!
