Hello,

I have applied as skilled worker under federal procedure in October 2006 through Nairobi Embassy.

In my application, I have noted my intention to reside in Montreal, Quebec.

I have just received a letter from Nairobi, asking me for a valid CSQ. Is it normal? Please help!!!

My understanding is that federal application is for the non-Quebec part of Canada. You should mail them to say that you made a mistake and you want to live in say Toronto. Not sure if it would work.
 
That's what I was thinking of...

In 2006 it was still possible to apply for federal AND go to Quebec. I understood that it's not possible now. Is it possible that they are processing with the new laws?
 
i dont know, i am not an expert so dont want to lead you the wrong way.
They usually dont apply new rules to old applications.
Perhaps they made a mistake and asked you for a CSQ. You should wait for someone to reply.

You have always required a CSQ for Quebec since at least 2002.

Once you land in Canada, you have freedom of movement and can move to Montreal if you want. You just can't land there unless you have a CSQ. Now that CIC knows you intend to live there, it may make processing your application difficult w/o a CSQ.

Its a Quebec Nomination to Immigrate,Remember Quebec is a Nation within a United Canada that controls its own immigration,If you want to Immigrate to France,Do you apply to Germany???If you are going to Quebec,Apply at a Quebec Delegation,If you are going to Canada,Apply to a Canadian Embassy.Thats simple right???
