So, I have made the terrible mistake of sending my CSQ forms via Canada Post.

The package containing the forms, my passport details, my wife's passport details and credit card details has been stuck for 1 week at the depot and who knows what's the real status is (lost?, stuck for many months?). I have opened a complaint ticket.

In order to get the CSQ application started, I could drive to Montreal to deliver a new CSQ application package myself so that the application can start. However, what happens if then in 1 week or 1 month Canada Post finally deliver the original pack I had sent?

Also, if the package with passport details is lost by Canada Post, does it mean I need to cancel my passport and get a new one? Someone who gets that parcel can use my identity to open a credit card and many other nasty things...

What course of action do you recommend?

One idea I had is that I could bring a new set of forms myself by car with a new credit card and cancel the credit card that I have listed in the forms stuck with Canada Post, doing so, if the parcel stuck with CP ever gets delivered, it would not cause the issue of having 2 applications in process. Am I correct?

In person drop offs are generally never possible to government offices like this. So the first step would be to research if an in person drop off is even possible. It's not possible for IRCC offices. I don't know about Quebec but I'm guessing probably not.

In that case if you wanted to send a second package and wanted it to get there fast, you would need to do that by courier (either same day or next day).

I have already been confirmed by MIFI that it is possible to drop off the forms in person during opening hours.

The issue is if CP ever delivers the parcel then 2 applications would be ongoing.

OK - that is good and unusual for a government office. But good news for you.

I don't know the answer to the second question. Presumably they would only process the first application received.
