May I know when you went to RAMQ office?

Maybe you could try to call RAMQ agent and they will mail you the application forms if you have SA and OWP.
According to the agent "The principle applicant name should be shown on the file indicating the permanent resident application is being proceeded in Canada" and also OWP.

First I called, they told me the same thing they told you, that I only needed the CSQ, the OWP and the SA letter. I went last week. I got with me my CSQ, SA letter, my OWP, and a copy of the AOR. They told me that I could only have coverage if I got a full time job for more than 6 months or if I received the AIP letter.

By the way, normally AIP comes together with SA? I saw some timeline on another thread "2019 Quebec Inland Spouse/Common law sponsorship applicants only" and they get SA and AIP at same time.

They usually arrive at the same time. In my case they asked us to present additional proof of cohabitation, they are still reviewing

Japan Police Certificate is requested within 3 months.

The process for me went really fast after the CSQ. Here is my timeline:

Quebec Inland: 2019 NOVEMBER
Application Received: 18-11-2019 / AOR: 20-01-2020
CSQ sent: 01-05-2020 (CSQ was originally sent on 05-02-2020, but got returned on 29-04-2020)
CSQ AOR: 29-07-2020
CSQ Approved: 20-10-2020 / CSQ received in the mail: 27-10-2020
Medical Request: 21-11-2020 / Medical Exam: 25-11-2020 / Medical Exam Passed: 05-12-2020
BGC Started: 25-11-2020
AIP: 25-11-2020
SA: 25-11-2020 (DM on Sponsor's ECAS, but never got an e-mail)
DM: 10-12-2020
CoPR: 10-12-2020

I am still waiting on the PR card since Dec. 10th ...

In the letter they say, they have informed Delhi office (spouse lives in India)
Initially visa office was Ottawa. Is this normal?

I received my SA on February 25th and sent in my QC undertaking application ASAP. They received it March 2nd. Now I wait.
