Ministère délivre en ce moment les certificats de sélection du Québec (CSQ) pour les demandes reçues :

• le 12 novembre 2019 en faveur d’un époux ou d’une épouse, d’un conjoint ou d’une conjointe de fait, ou d’un enfant à charge;
• le 6 novembre 2019 en faveur d’autres membres de famille.

L’information sur le délai est mise à jour régulièrement.

I don’t know, but based on what other members with the same dates said, I suppose it started at the end of March/beginning of April.

Our application was received December 10 and they started processing April 2.

That's for inland - where is outland?

That's what I said, it's for inland. Someone took all the data of inland applicant and made a new tab. Someone would have to do the same for Outland I guess. Maybe in the Outland tabs, there was already a section for CSQ but in many inland tab, there are no section for CSQ.
