I am a master student (Final year) at Concordia University in Montreal. I am currently in Qatar for research purposes. I applied for CSQ in July 2013 and haven't heard anything from Quebec immigration since then. My credit card is not charged yet. I sent my application directly to Montreal under Skilled worker points system.
Is my application treated under old or new (Aug. 1st 2013 rules)?
Please advice me.
