CSQ after sponsorship

Hi!

My partner has just received his COPR via the federal immigration process. We had to change our plans and we will be living in Quebec for a while. I was wondering if he needs to get a CSQ and if so, if anyone knows how to apply for one after the immigration process has been completed. Also, if we do go to Quebec, would he be eligible to take the French course?

Any help would be greatly appreciated :)

Once he is in Canada as a Permanent Resident, he can live any where in Canada - including Quebec - to the best of my understanding. Its also evident from the wording mentioned at CIC website, quoted as below:

"What permanent residents can do
As a permanent resident, you have the right to:

get most social benefits that Canadian citizens receive, including health care coverage,
live, work or study anywhere in Canada,
apply for Canadian citizenship,
protection under Canadian law and the Canadian Charter of Rights and Freedoms.
You must pay taxes and respect all Canadian laws at the federal, provincial and municipal levels.
"

Oh, thank you.

Would you have some information about the cours de francisation? I can't seem to find any info in English...
