My own brother in law(husband's younger brother) will get PR in next few months as his medical has been over.I have been working in Toronto for more than 1.5 yrs and planning to apply for PR.Will I get 15 points when my brother in law receives PR?

Yes but he should be living in Canada post PR.
 
Excellent! yes he would continue living here. Also, could you please tell, if there is any chance of getting Ontario provincial invitation if one has score less than 400? I heard that in some recent draws, candidates are getting invitations with a score below 400. Is that true?

It was targetted for the ones with job offer.

yes but that has mostly or in all cases been french speaking, or people with a job offer in Ontario.

Make sure to ask your brother in law to have proof of relationship with your husband as per CIC requirements ready before going to Canada

You will get 15 points only once he will complete 6 months in Canada. Should have PR card, SIN card and rest to prove his PR.
